What was that balloon? It was not just something that looks like a flying saucer. Heene is an inventor - an obvious mad scientist. The balloon was his first attempt to out-do the SmartCar in terms of lightweight and compact travel, which also would be the most efficient traffic-defeating mode of transportation since predicted in the Jetson cartoon. The balloon is an LAV, a Low Altitude Vehicle. Made to hover and fly over traffic congestion and 35 miles per hour. It's eco-friendly and runs on electricity.
